Add security key support for emergency access MFA

Currently the only supported MFA option for emergency access if using an authenticator app. This works fine but I would like to use a security key instead, so the MFA challenge isn't tied to a user's device / requires a mobile device. 

 

This would also help to align with other existing emergency break glass accounts MFA recommends to use a physical security key.
