Password Generator doesn't always add special character

We are trying to use the API to generate passwords using a generator with a Policy that reqires between 9 and 12 characters, Lower, Upper, Numerics and specail characters.  The first part works just fine, but on the special characters, it doesn't always generator one.   

 

When I click the generate button, it doesn't add any special character to some of them. Here is a dump of 15 from the generate button

So doesn't seem to happen on anything we can predict. Sometimes its only one or two, other it can be 5 or more.

 

We are on v9.1 Build 9117
