Add Sign SAML Authentication Feature

Ability to sign the SMAL authentication request using certificate.

We want to integrate or change the authentication option to SAML 2, as part of our setup with PING ID the authentication request from password vault server should be signed by using the valid certificate, which is currently not available as feature, it would be nice if this can be included.
