Getting Error: Restarting Windows Service Failed

It appears that when trying to perform a backup the account is able to initiate the restart of the Passwordstate Windows Service. However, the service is unable to start back up. I am trying to upgrade to a newer version of Passwordstate as we are on build 8995 but the service cannot start unless I reboot the server, and I don't want to start an upgrade without doing a backup in case something bad happens. Does anyone know how to reinstall the service or fix this issue. I tried a few different solutions from previous topics but none have been able to fix the issue.
