Apply permissions from a foldertemplate upon folder creation of a folder that has disable inheritance enabled

In v8 it was possible to do the following in one call:

- create a folder

- copy permissions from a foldertempalte

- disable inheritance for the new folder

In v9 this is no longer possible doing this via one call. Can the v8 functionality be re-created in v9?
