Ability to add websites globally to all users Web Credentials with already edited "Website Fields" IDs

We have several websites a majority of users have to access. These websites have issues storing username and password correctly thus we have to walk the user through how to access the website fields tab and adding info to the UserName Field ID or Password Field ID. We would like to be able to do this and share it globally to all users. They could then add their own credentials and the website field targeting would already be set correctly. Attached is the username field id for a specific website we need to walk all users through adding manually to get the browser addon to work for this website.
