Error accessing System Settings

When trying to access system settings I get an error 'RadAsyncUpload does not have permission to write files in the TemporaryFolder'. Where is the temporaryfolder and what permissions should it have?

I am getting the same error on Build 9839. Unable to access System Settings in Passwordstate Administration. All other items appear to work fine, it only affects System Settings.
