How does passwordstate work?

Hi, I'm wondering how exactly does passwordstate work? It says that it is on-premise solution, however only five accounts can be registered with a free license. if it's on my LAN, how does it know how many users I have or planning to create?

We store the number of user accounts in a table in the database, and this is what we track for the number of users vs licenses.
