Way to hide actions

Is there a way to hide actions for users who don't have permissions for them? For example, right now we have the system set up for users can't create a folder in their private password list. It shows greyed out. Is there  a way to remove the "create folder" action?

Sorry, no it's not possible to hide these. UI design argues back and forth over this - do you hide things, or disable them - disabling makes it consistent for all users so that see the same menus, but hiding them can make the UI cleaner, but can cause confusion i.e. why don't I see this menu?
