issue - upgrading from 9595 to 9630 reset portal not working

Shortly decsription.

We upgraded our test env from 9595 to 9630 as doing earlier.

Enable maintenance 

backups taken

first upgrading app server then reset portal

adding commsapikey on reset portal web.config


But in the app server auditing view while trying to access to reset portal page, given -> Build No '9630' - Failed API Call: An error has occurred authenticating to the API.

Previous versions might have had issue that allowed ip ranges needs to be saved again via UI and then the reset portal has started working and nothing issues faced...


Anyone have idea how to fix this? There the issue is. environment / infra not changed.
